So in order to create a circle we need to do a little math. I am creating this skirt for a 1/2 scale dress form so we need it 30 cm long, 32 with seam allowance. We have to divide that by Pi and divide that by 2. You can see in the diagram below.
Create a pattern piece and cut out your fabric. Make sure it is laying square with grain and not swaying at all.
Stay stitch around the waist to make sure it doesn't stretch out. Sew a 10 cm slit, no more than 5 mm wide.
Cut two 4 cm wide, 30 cm long bias strips from the left over fabric. Insure the strips are cut on the bias or it will not move correctly. Sew one of the bias strips to the slit. Press tape in half, then fold over again and press. This should hide all of the raw edges and thread, Slip stitch to secure.
Do the same for the waist band. Sew just past the slip stitch line you created earlier.
Fold down the same way you did the slit. Slip stitch tape securely in place.
